APPLICATION AT BURROWS FARM
Although there is no public notice in the Thurrock Gazette, Sims Milling Ltd have published a public notice in this week's Brentwood Gazette, applying to change an existing goods vehicle operator's licence at Burrows Farm as follows:
to add an operating centre to keep 15 goods vehicles and 4 trailers at Burrows Farm, Brentwood Road, Bulphan, Essex RM14 3TL
It goes on to say that anyone who thinks their use or enjoyment of their land would be affected should make written representations to the Traffic Commissioner at Hillcrest House, 386 Harehills Lane, Leeds, L89 6NF stating their reasons, within 21 days of this notice and send a copy to the applicant.

Site between Appletons and the Plough Motel
Permssion was sought to build a 5-bedroomed house on the land opposite Elmdale in Brentwood Road.
This was refused because it was considered detrimental to the Green Belt.
A small housing development at Garlesters yard
Permission for 4 five-bedroomed houses and 1 four-bedroomed house to be built on the site of former light industrial units at Garlesters yard was submitted to Thurrock Council. The Planning Committee discussed it on 4th August 2011, and approved this development, subject to agreement by central government. This should take about 3 weeks. (Has to go to central government as it is in green belt).
Former Harrow Inn and Fen Restaurant
The second application to build 2 replacement dwellings on the site of the Harrow Inn and Fen Restaurant was refused. The planning department considered that the designs were not suitable and that they would urbanise a rural site.

They have an offer they are considering but would welcome further interest.
The planning department has provided the following information regarding future use of the site:
The use was formerly a pub and a restaurant, which are classed as A4 and A5. It is considered that the use could continue on the site without further planning permission. Permission may be required for the substantial works required to the building.
If any person wanted to use the site for a community use, they would require planning permission and due to its remote location I am not convinced this would be the most sustainable location for a community use.
Any application for residential use would be considered on its merits. The previous application was not refused in principle regarding the residential use and I believe the Council could accept residential use of the site, subject to overcoming the concerns in relation to matters regarding design, additional built form, size of the gardens proposed, and diversion of the public right of way.
I believe that the Council have agreed to the principle of the reuse of an existing, albeit poor state, of the building and have carefully balanced the advantage of tidying up the visual harm due to the poor state of the site with the potential harm to the openness and character of the Green Belt as a result of construction of a new building. The view is fairly pragmatic.

A4 - Drinking establishments Use as a Public House, Wine-Bar or other Drinking Establishment.
A5 - Hot food takeaway Use for the sale of hot food for consumption off the premises
Burrows Farm Waste Transfer Station
Yet another application!
An application was been received by the council's planning department, asking for "change of use from general storage to the parking of lorries, plant and equipment and waste transfer". It was basically the same as a previous application, which was refused and the appeal was dismissed. The part of the site for this particular application is next to the waste transfer station, and includes the new area formed by filling in part of the lake. They wanted permission for the 20 HGV parking spaces, trailer parking, plant and equipment storage and storage of material in relation to the waste transfer business.
Permission was refused for this application.
The appeal hearing of the application to retain changes and additions to the waste transfer station, including lorry parking, storage area, screener and crusher was heard on 12th January 2011, and the outcome was that the appeal was dismissed.
Sims Milling's planning application to change the fishing lake parking area into a parking area for lorries associated with the waste transfer business went before Thurrock Council's Planning Committee on 13th January 2011 and permission was refused. An appeal was been lodged and that appeal was also dismissed.
